The TESDA chief also expressed his belief that TVET and TESDA in particular can contribute immensely to the attainment of peace and development especially in the countryside.

The problems and  challenges confronting TVET sector has been identified and anticipated by NTESDP 2018-2022:

1.) The 4th Industrial Revolution (4IR) and the rapid technological advancement with Artificial Intelligence and the acquisition of Machine learning capacity of hybrid computers are slowly but surely rendering many jobs obsolete. TVET's requires coping up mechanism due to rapid technological development and innovations, the inclusion of the technically skilled workforce.

2.) Low turned out of TVET graduates on the capability on holding a job of it's graduates and 65% of this would in turn affect the labor economy resulting in the prevalence of low -value work compared to Mid-to high-value jobs of 70:30 ratio.

3.) With the advent of the K to 12 program, the full implementation of Tech-Voc  courses has already been aggravated by the lack of Hi-tech equipment and facilities, qualified trainers, including Assessors which would in turn produce job and skills mismatch.

4.)  Brain-drain due to Filipino workers out-migration, a reduction of the pool of qualified and skilled workers since 2013.As of now there are 10.2 Million Filipino skilled workers overseas.

5.)  Access to TVET by the Marginalized and the disadvantaged sectors according to government Data in 2015 is at 21.6%.

6.)  In addition to these because of low turn out of enrollment  on the enterprise-based modality training participating in the TVET programs. Although enterprise-based training has been successful modality in terms of capability of holding a job at 68.9%.

GOALS AND OBJECTIVES OF TESDA

NTESDP 2018-2022 has set 5 broad Goals and Objectives to overcome, conquer and prevail over the problems and challenges confronting the TVET sectors:

1.) Create a conducive and enabling environment for the development of quality service delivery of the TVET sectors.

2.) Prepare the Philippine  workforce for the Challenges posed by the 4th Industrial Revolution (4IR).

3.) Assure industries with high economic and employment growth potentials and provide them the required quantity of quality workforce.

4.) Directly and more vigorously address workforce needs of the basic sectors and the disadvantaged and the marginalized.

5.) Instill values and integrity in the conduct and delivery of TVET in the Whole sector.

In conclusion, Gen. Isidro Lapena appeals to the Media Sector to help him disseminate the information all over the country to raise the awareness and understanding of our TESDA Plan of Action for the Year 2019-2022, and its significance to the socio-economic development plan for the technical-vocational, training and skills development. (VerGarciaBlogs)

Together with the 22 members of the mission which accomplished their Prime objective during a 19-day period to Strengthen and enhance the New markets for OFW's in Czech Republic, Poland, Croatia, Slovakia. The 3rd Marketing Mission in Central Europe confirms that the demand for Overseas Filipino Workers (OFW's) in the European countries are of factual basis and has a foundation and process in it's follow-through marketing mission to the Czech Republic, Poland, Germany and Austria as well. Furthermore, according to President Elsa U. The Philippine Licensed Agency owners as of this writing can not fast track the hiring and deployment of OFW's primarily because of not being acquainted with the markets. In this aspect, President Elsa U. Villa is impelling the Government to provide a collaborative support to open up the European Labor Markets for Filipinos. Government assistance could be in the form of establishing: 1.) Philippine Overseas Labor Offices in some of the countries 2.) Relaxing or doing away with redundant rules not compatible with High Labor Standards of the European Union and 3.) Initiating discussions that could lead to the establishment of Bilateral Labor Agreements.

In a Press briefing, Mrs. Villa also mentioned Poland, Czech Republic and Croatia as among the countries with a firm demand for the skilled OFW's. In Croatia, the mission was able to establish key entry points for OFW's in the markets with an estimated demand for 10,000 workers in the service and reception industry, which includes Hotels, Resorts, Gaming Facilities and Restaurant, it was the result of another round of talks with officials of the Labor ministries of the different European countries.

In that said press conference PASEI reiterated the call to establish a Philippine Overseas Labor Office (POLO). The call transpires from the desire of workers, employers and recruitment agencies in the region and in the Philippines to establish a POLO in either Czech Republic, Poland or in Munich, Germany which will eventually cater to the need to facilitate the sending and documenting of OFW's in Central Europe. In a letter addressed to Philippine Overseas Employment Administration (POEA), Chief Bernard P. Olalia, PASEI is requesting Department of Labor and Employment (DOLE) to convene the Technical Working Group (TWG) on Czech concerns created by DOLE Secretary Silvestre H. Bello III under Administrative Order No.19 Letter S of 2018 and to involve PASEI and other Stakeholders in the TWG  discussions. MARKETING MISSION:

The Mission according to PASEI chief was a follow-through to it's marketing mission to the Czech Republic, Poland, Germany and Austria. This government support can be in the form of establishing POLO offices in some of the countries; relaxing or doing away redundant rules not compatible with the high Labor standards of the European Union and initiating discussions that could lead to the establishment of bilateral labor agreement.

DUTIES AND RESPONSIBILITIES:

Prior to the establishment of POLO in Central Europe, the TWG should have begun discussion on the Duties and Responsibilities involving the deployment of  Filipino workers to the Czech Republic: 1.) Formulation and Negotiation of the proposed Bilateral labor agreement between these countries  2.) Establishment of the Program of Actions and Mechanics of consultations 3.) Assessment of Labor Market Regulations and Policies relative to these countries labor markets. All of these issues and concern are for the POEA service sectors in which the PASEI plays an IMPORTANT and a leading role. A VIVID UNDERSTANDING ON HOW TO CREATE AN EFFECTIVE ARTICLE OR STORY

HOW TO WRITE AN ARTICLE
Researched by: Speech Club International
Bahay Kubo or Nipa Hut symbolizes typical Filipino ingenuity.. a culture traces back before the Spaniards came in the Philippines. Nipa huts were the native houses of the Filipinos before the Spaniards came. They were designed to endure the climate and it was made from plant materials like bamboo and coconut trees. (Original Photo by: VG)

An effective article should incorporate a concise and simple style of writing to convey the subject matter clearly to the reader. It is one that creates a vivid impression and explains the message in easy to understand language. It also entails use of correct grammar and appropriate tenses. One should avoid use of unclear vocabulary and long sentences that might confuse the reader.

A good article mainly employs the active voice to give the text a sense of urgency and excitement.. The active voice also creates engaging content that tends to have a conversational tone. It reveals the writer as informed and an authority on the subject. Due to the relative length of the story, this kind of treatment should have the power and quality to grip the mind of the reader to the very last line. Its ease tends to point to the reader.. that what, they are reading is reliable and well researched and hence educational.

A comprehensive article is one that uses a minimal number of paragraphs depending on its overall length. This means that the theme being treated should be divided into several paragraphs that relate to the whole. A good paragraph should be based on a thematic and topical approach to the main topic. Each paragraph should be a development of an idea in a logical stream that the reader can be able to follow easily. To achieve effect, it deals with one idea at a time.

One should also use a relevant title that reflects in one short phrase the whole meaning of the story. It acts as a lead to the topic. For a title to be an effective summation or description of an article.. It must contain a keyword that is used inside the story most often. This enables the reader to keep revisiting the topic as they make out the story as it develops. A good article uses the last paragraph as a summary. It creates a vivid understanding to what one has just read in the preceding sentences. (VerGarciaBlogs)

CMB Chiba, one of Japan’s oldest language training institutions (70 years), opens program in Manila Chiba Mode Business (CMB) Nihonggo School, one of Japan’s leading and oldest Japanese language training institutions, has decided to partner with a Richwell Training Center Services, Inc., a TESDA-accredited training center, to offer to Filipinos its unique and specialized, “Learn Japanese, Work in Japan” Training Program.

“After the student has become Japanese proficient, he or she may stay in Japan by enrolling in an international business course, also at CMB Chiba, and working part-time with a study-work ratio of 20:28 hours per week. The final phase of the program is the Growth Ship internship, where the student will work full-time in a Japanese company to be facilitated by Growth Ship Co., Ltd., a human resource development company which is also our partner and a sister-company of CMB Chiba,” she added.

“Learn Japanese, Work in Japan Training Program” is a tuition-fee based study-work program that involves an investment in a career for future growth. However, whatever cost it will take to participate in the program will be offset by the myriads of benefits and opportunities that a foreign language student-cum-worker will enjoy while in Japan, which offer Courses from level N1 to level N5.

“The short-term benefits will be economic and cultural adjustment , and the long-term reward will be a better future for the student and his family.
