RE-ORIENTATION OF RIZAL MONUMENT TO RECTIFY THE HISTORICAL ERROR

The big controversy surrounding between DMCI-Torre De Manila, the City Council and the  National Commission for Culture & Arts (NCCA) revealed the hidden  destiny  connected with the orientation of the Rizal monument.  The  construction  of the  building  in the  area  which  was pointed out by the netizens   as   a photo  bomber  put  in  question  to  the historical, cultural,  moral,  legal  and  the environmental perspective  of  the  leadership of the local executives as against   the  economic  gains  and people’s  right  to  an abode.

The Senate findings revealed that DMCI was in bad faith  and went against a time-honored practice in urban planning  and development around historical, cultural heritage site, such as the Rizal monument.

On the legal perspective a proposal to amend the National Building Code was raised  because it does not prescribe any height limitation for building within the zone, thus, leaving the decision to local government units. Furthermore, innovations such as placing development rights  that could possibly addressed into height  limits. The local zoning laws, building code and the land use plans  should be made consistent and in harmony with the Heritage laws.

              The Knights of Rizal, in its petition, said that by defacing the visual corridors of the monument, the DMCI violated several laws mandating the protection and preservation of the Rizal monument. These laws include Republic Act 4846 (Cultural Properties Preservation and Protection Act), Republic Act 7356 (law creating the National Commission on Culture and the Arts) and Republic Act 10066 (National Cultural Heritage Act of 2009 or an Act Providing for the Protection and Conservation of the National Cultural Heritage). They also argued that the project also violated the zoning ordinance of the Manila City government.               

            As suggested in Congress, there should be a review of the Heritage law and it's weaknesses particularly in the enforcement, failure to appreciate  the multi-disciplinary medium, different art forms, since the law only applies a one size fits all principle, the suggestion  also questions Local Government Units (LGU's) jurisdiction over privately owned structures and art works which includes public places and plaza as well.

          The Senate duties and responsibilities  include that of: to conserve, promote and popularize the nations cultural and historical heritage sites and as constitutionally mandated by the people. Cultural properties, preservation and protection Act, the National Heritage Act and the local government code also clearly states and mandates the protection of National and Cultural heritage sites and zones. Dr. Jose Rizal is one of the foremost historical figures in the country. He must own the landscape," said Trixie Angeles, legal consultant of the NCCA chairman's office. "If we consider him important, he must dominate the landscape. He is the symbol of the Filipino," she avers.

           St. Peter Men's Society a Parish based organization of The Black Nazarene of St. John the Baptist, Minor Basilica in Quiapo, Manila which is more than 60 years in existence would like to recommend  to the council and to all concern a Feasible solution to avert a possible lost  of jobs, productivity and revenues to both parties.

        Re-orient the Monument of Dr. Rizal  towards  the Eastern horizon (facing the Sunrise),  the first thing  that would occur in our minds is, how much will it cost the taxpayers? Quite small?. Compared to the approximately P3.5 billion liabilities that DMCI can't avoid in terms of lawsuits filed by contractors, suppliers, investors and other private and government agencies?

            At present  the monument is oriented facing Manila bay, since the Rizal monument have undergone innovations in the 60's. The proposed Re-orientation of the Rizal monument to the East is as timely and  significant  to our TIME and to correct and rectify  the Historical inaccuracy that Dr. Jose Rizal died facing Manila bay connotes Rizal being a traitor to Spain.

           Dr.Jose P. Rizal Martyrdom on Dec.30, 1896 ended with  the man facing in the East, as it was written in history books Rizal twisted his body to the East because he is not a traitor to the people and despite the 8 bullets hitting him at the same time, holding a rosary, heralded the end of an Empire and the Rise of another Super Power. In Ezekiel 43:4 it said, And the glory of the LORD came into the house by way of the gate facing toward the east. In his book Rizal,  "Philippines a Century Hence" he predicted the rise of another Empire as confirmed by the recent event in the Spratly.

          Will she be another clone? Will she unite Asia and the World? or Will she confirmed what Charles Lindbergh wrote about  "The Children of Genghis Khan"? What was Dr. Jose Rizal's death facing the East meant? Beware of the Beast? or stay in the East? The Philippines has always been the melting pot of East and West, no doubt  Dr. Jose  Rizal knew in advance the strategic importance of the Philippines in Asia particularly in the Maritime Industry.

           It's not uncanny that the eight (8) Filipino soldiers who were part of the firing squad symbolizes  the unpatriotic Filipinos of today who kept on ruining the Filipino Heritage. If one Building is allowed to be constructed within the zone, it can become a precedent for others to follow. What could possibly prevent that precedent  from happening again? He who can not remember the past and learn from it are condemn to repeat it.

According to Dr. Lynn Gomez,(PSH) the need for awareness, prevention, detection & management of hypertension becomes even more imperative now because of the increasing trends of the prevalence of risk factors for atherosclerosis or hardening of the arteries, such as hypertension , abnormal lipids, diabetes, and obesity.Most important approach is to change three major behaviors such as: physical inactivity, poor diet and cigarette smoking, which have demonstrated to be responsible for the increase in the risk factors.These are highly contributory to cardiovascular disease, which is the number one cause of death in the Philippines and in the world.

LIFESTYLE changes help control BLOOD PRESSURE(BP)

Treatment of high blood pressure(BP) need not be too complicated.Although medicines are needed by most patients to control their BP, the mainstay in the treatment of hypertension and other risk factors is still strict compliance in practicing simple lifestyle changes.

High blood pressure is diagnosed when the BP is consistently equal or higher than 140/90 mm Hg.For most patients with uncomplicated hypertension, keeping the BP lower than 140/90 mm Hg reduces their cardiovascular risk. " In high-risk patients with diabetes, previous heart attack or stroke, chronic kidney disease and multiple risk factors, the BP should be ideally less than 140/90 mm Hg," advised by Dr. Anthony C. Leachon, President of Philippine College of Physicians. He stresses the need for lower BP levels in those classified as high-risk.

"Lifestyle changes can help prevent high BP, or control it in those who already have established hypertension," says Dr.Leilani Mercado-Asis.

Lifestyle changes are specially important for people who have risk factors that cannot be changed--so called non-modifiable risk factors, including family history, gender, race, or age." There is nothing that can be done about these non-modifiable risk factors to prevent hypertension and metabolic disorders such as diabetes and hypercholesterolemia,"explains Dr. Carlos L. Chua. According to health experts, lifestyle changes includes the ff: * Maintaining a normal weight, with a body mass index( BMI ) of 18.5 to 23, computed by dividing weight in kg. by height in meter squared;

 *Reducing sodium in the diet to about 2.3 grams a day which is about one teaspoon of salt ( Salt in cooking is allowed but not table sources of salt ; salt substitutes may be used ); *Exercising that raises the heart rate for at least 30 minutes a day on most, preferably all days of the week ( such as brisk walking, jogging, dancing, aerobics, etc.); *Limiting alcoholic drinks to at most two drinks a day for men, and one drink a day for women ( however those with history of alcohol abuse should totally abstain ); *Nonsmoking and avoidance of people who smoke to prevent second-hand smoking; *Getting 3500 mg of potassium in one's diet every day ( obtained by ample servings of fruits and vegetables ); *Managing stress with enough sleep, meditation and relaxation techniques; and *Regular deep, slow, breathing (Having regular sessions of deep slow breaths consisting of deep inhalation and slow exhalation through pursed lips with rate of less than 10 breaths per minute can help lower BP).

Whether you are a Filipino or not,  graft and corruption affects all of us one way or another. Graft and corruption affects all sectors in the government, particularly the Bureau of Customs (BoC). In a media forum that was organized by the Mabuhay ang Pilipinas forum online headed by Media Practitioner Ms. Susan Amoroso an alumni of the University of the Philippines and by the Pen Power for Democracy and Good Governance (PDGG) held at the classic and illustrious Jade Vine Hotel and Restaurant along UN Avenue, Manila. 

The critical advocacies of PDGG and MPFO is to push forth the eradication of graft and corruption in the BoC which has been the source of problems of importers and exporters alike. 

Other programs that are to be taken up in the subsequent fora are: 

1. Changing our present presidential form of government to a Federal form of  government.

2. Nation-wide education program to develop an intelligent electorate.

3. Creation of a course on leadership to be offered in High School up to college in a school created for this purpose called Philippine Institute for Leadership (PIL)- a civilian counterpart of the Phil. Military Academy (PMA).

4. Campaign to adopt the Jury system of justice such as the one in the United States of America. 

5. Making patriotism part of Philippine history subject in the elementary curriculum.

6. Nation-wide campaign against graft and corruption among graft ridden agencies of the government such as the BIR, PNP and particularly the BoC.

In addition, according to Lawyer Titus Villanueva, the government has to find ways and means to collect more taxes in order to provide the basic needs and services of the people. That is why Bureau of Customs (BoC)  is mandated by Law to collect duties and taxes of all imports entering our country. Sad to say as reported in the daily newspaper, the government lost some 200 Billion Pesos annually due to smuggling. To prevent smuggling, Villanueva suggested that to minimize graft and corruption at the BoC it should prevent human intervention from the port to the consignees warehouse.

There are several reasons why an unsuspecting woman or call center agent is vulnerable for rape:

1. Carefree 
2. Ignorant and unaware
3. Uninformed or misinformed
4. Unescorted
5. You are a moving target

There are ways and means to avoid being classified on the above mentioned categories. 
1. Let's start with being carefree. You must check the locks of the taxi in order to avoid being boarded upon by several persons.

2. Check the taxi drivers identity and plate number before boarding use your celfon to record the identity and plate number.

3. Be in constant touch with your friends and relative if you are on board a taxi.

4. Always be on alert if you are alone.

5. If we can not avoid to be alone, see to it that you stay overnight with the call center quarters or there are coffee shops, restaurants, cyber cafe that's open on a 24 hour. Buying a coffee, soup or a sandwich wouldn't affect your budget so that you can spend overnight just to avoid the consequences of being raped and molested.

6. Don't sleep while the taxi is in motion.

7. Always pray for guidance.

8. If you are a person with special abilities (PWD), do not attempt to be all alone. Have someone to accompany you or be with friends who are willing to help and assists you.

9. If you are drunk be with someone whom you can trust.

10. Always have a presence of mind especially in times of trouble.

11. If you can afford it, buy a whistle blower with the sash that you can wear it in your neck. Use it when in times of trouble especially when an attack occurs.

12. Be aware of several self- defense move especially when being attacked, used your fingers to blind the attacker, once you have disabled the attacker it can give you the chance to escape, shout for help, or kick his groin once you disabled his eyesight.

13. If you plan to go home late at night or at the wee hours, please do it in groups it discourages a potential assailant from assaulting you, because there are many onlookers. Act and move in groups not individually.

14. Request the Barangay or the Police force to deploy team of experts and Barangay Tanod if there was a rape victim in the area and the assailant has not been caught. Make sure you have listings of those on duty and submit the listings to your admin. Cooperation and coordination between the local government units and the private sector is crucial in helping prevent another rape victim. (VerGarciablogs)
